On the afternoon of April 10, 2025, a delegation from the Vietnam Union of Science and Technology Associations (VUSTA) paid a visit and held a working session with Southern Institute of Social Resource Development (Phuong Nam Institute).

The overview of the official visit and working session between the Vietnam Union of Science and Technology Associations and Phuong Nam Institute.

The delegation was led by Assoc. Prof. Dr. Pham Ngoc Linh, Vice President of VUSTA, accompanied by leaders from various departments within the organization.

Representing Phuong Nam Institute were Prof. Dr. Nguyen Van Phuoc, President of the Ho Chi Minh City Union of Science and Technology Associations and Chairman of Phuong Nam Institute’s Scientific Advisory Board; Ms. Nguyen Thi Xuan Vy, Director of Phuong Nam Institute; along with members of the leadership and staff.

Assoc. Prof. Dr. Pham Ngoc Linh expressed his appreciation for the meaningful and practical contributions made by Phuong Nam Institute.

Assoc. Prof. Dr. Pham Ngoc Linh praised Phuong Nam Institute for its practical contributions to community development, training, and research in the southern region. He remarked: “Since its establishment, Phuong nam Institute has carried out highly effective activities. The Institute has organized a wide range of training programs and knowledge dissemination initiatives in science and technology for various target groups, particularly in the southern region.”

He further shared: “Founded with clear principles, objectives, and a defined mission, Phuong Nam Institute has, over time, succeeded in bringing together a strong network of experts and a substantial scientific and technological force from major universities and research centers in Ho Chi Minh City and surrounding provinces. Although not part of the Institute’s full-time staff, they have been actively involved in training programs, curriculum development, and the creation of tailored courses designed to meet the needs of different social groups targeted. This makes Phuong Nam Institute a promising hub for attracting and connecting with scientists across Ho Chi Minh City and the broader southern region.”

Assoc. Prof. Dr. Pham Ngoc Linh further stated:

“Phuong Nam Institute was established with the purpose of promoting the development of science and technology, as well as fostering innovation for organizations, enterprises, and agencies. In the current context and under new conditions, this direction aligns closely with Resolution No. 57 of the Party Central Committee, which focuses on breakthroughs in science and technology, innovation, and national digital transformation. Resolution 57 outlines numerous breakthrough solutions in science and technology. These serve as both a legal framework and a core foundation for scientific and technological development, aiming to bring about significant changes in labor productivity. More importantly, they represent the essential factors necessary for ensuring that Vietnam achieves its development goals by 2030 — marking the 100th anniversary of the founding of the Communist Party — and by 2045, the centennial of the country's founding. In this regard, it is clear that the strategic orientation of the Phuong Nam Institute is well aligned with the priorities and solutions set forth in Resolution 57.”

Ms. Nguyen Thi Xuan Vy - The Director of Phuong Nam Institute expressed sincere gratitude to the leadership of the Vietnam Union of Science and Technology Associations and shared the Institute’s development orientations for the coming period.

On the behalf of the leadership of Phuong Nam Institute, Ms. Nguyen Thi Xuan Vy expressed her heartfelt gratitude to the Vietnam Union of Science and Technology Associations for their dedicated support and continued companionship over the past years. She stated: “Phuong Nam Institute is honored to welcome the working delegation from VUSTA, especially the presence of Assoc. Prof. Dr. Pham Ngoc Linh, Vice President of the Vietnam Union of Science and Technology Associations. This visit has further strengthened our confidence and motivation to contribute our humble part in realizing meaningful dreams and aspirations in this new era — an era of national growth and renewal for Vietnam.” During the working session, Ms. Vy also presented an overview of the Institute’s formation and development period, highlighted key milestones and accomplishments, and outlined strategic directions for its upcoming phase of growth. Notably, she emphasized that following the issuance of Resolution No. 57-NQ/TW, dated December 22, 2024, by the Politburo — which focuses on breakthroughs in science, technology, innovation, and national digital transformation — the Institute's operations have gained new momentum and witnessed significant positive developments.

Prof. Dr. Nguyen Van Phuoc shared and disscussed at the working session.

Also during the working session, Prof. Dr. Nguyen Van Phuoc — President of the Ho Chi Minh City Union of Science and Technology Associations and Chairman of the Scientific Advisory Board of Phuong Nam Institute shared: “Phuong Nam Institute was established just a year ago. However, as previously introduced, its Scientific Advisory Board brings together some of the brightest minds from across the city — experts from various fields including science and engineering, social sciences, economics, and professional associations. This serves as a powerful support system that helps ensure the Institute is heading in the right direction and truly responding to social needs. That is also why we have been able to attract talent and recruit with ease. Currently, many professors and doctors with years of experience are actively participating in the Institute’s Scientific Advisory Board. In the future, we aim to establish international collaborations to further strengthen our resources and attract investments — both from overseas and within society. That is Phuong Nam Institute’s long-term vision.”
