Amid rapid digital transformation, which has become a key driver of business growth, ensuring the security, protection, and legal compliance of personal data management has become an urgent priority. In particular, with the enactment of stringent data protection regulations, organizations face significant legal and financial risks in the event of non-compliance.
To meet the needs for standardized processes, compliance documentation, and enhanced technological capabilities in HR management, the Southern Institute of Social Resource Development (Phuong Nam Institute) is pleased to announce the Training Course: HR Data Management and Conclusion of Electronic Employment Contracts (2026). The training course is comprehensively designed to help businesses minimize risks and optimize operational efficiency. The course details are as follows.
I. COURSE OBJECTIVE
This training course aims to equip participants with practical knowledge and skills to:
- Standardize HR data management processes in compliance with applicable laws and regulations;
- Establish and develop legal compliance documentation, while fostering a comprehensive information security culture within the organization;
- Identify and mitigate critical legal risks, particularly the risk of administrative fines of up to 5% of revenue or VND 3 billion for violations of personal data protection regulations.

With more than 30 years of experience at the HCMC Department of Labor, Invalids and Social Affairs, he held various managerial positions in the Legal Affairs Division and the Labor, Wages and Social Security Division.
- As a Labor Arbitrator, he regularly and directly handles complex labor conflicts and disputes while safeguarding the legitimate rights and interests of all parties.

Classification of HR data: Categorizing Basic Data (full name, citizen ID number, phone number) and Sensitive Data (eKYC biometric data, GPS location data, financial history); 3. Human factor risk awareness: Analysis of data breaches caused by employees' intentional violations of security protocols or accidental clicks on malicious links (accounting for 70% of security incidents). 4. Financial Consequences: Discussion of compliance violations by Data Protection Officers (DPOs) leading to significant penalties and the direct accountability of executive leadership for compliance failures. | |

1. Developing data flow diagrams: Visually mapping how personal data flows throughout the employee lifecycle - from recruitment and employment to offboarding and data deletion. 2. Completing the DPIA report (Form No. 10): Practicing how to justify the purpose of data processing and identify risk mitigation measures for submission to the Department of Cybersecurity and High-Tech Crime Prevention (A05) within 60 days. 3.
